Sir,
I am directed to acknowledge the receipt of your
letter of the 7th January, 1938, on the subject of the
rates payable for telegrams to CHICOM, NATIONS, GENEVA.
It is regretted that this Government does not appear
to have any power to certify your right to the privileged
rates desired without the authority of the Secretary of
State for the Colonies. It is suggested that you should
move the proper authorities in London to obtain such
authorisation.
